SoTLAN Urges FG to Reconstitute IPAN Council, Warns of Regulatory Setback

The Society of Testing Laboratory Analysts of Nigeria (SoTLAN) has called on the Federal Government to urgently reconstitute the Governing Council of the Institute of Public Analysts of Nigeria (IPAN), which was dissolved in June 2023.

SoTLAN, which operates under the legal framework of the IPAN Act CAP I16 LFN 2004, said the prolonged absence of a governing body has stifled regulatory functions, hindered professional development, and threatens the integrity of laboratory practices across Nigeria.

Council Dissolution Stalling Progress

Speaking at a media briefing in Lagos ahead of the 7th Annual Conference of Public Analysts (COPA OLUMO 2025), SoTLAN President Professor Olugbenga Ogunmoyela emphasized that the absence of the IPAN Council has significantly disrupted operations within the industry.

“It is unfortunate that the wheels of our progress have been stifled for over two years since the government of President Bola Ahmed Tinubu dissolved the IPAN Governing Council,” he said.

He stressed that the statutory structure of IPAN’s council, as outlined in its founding act, must be respected to ensure consistent oversight and governance.

“Government must find a way around the frequent disruption in the governance of our institutions. Leaving them unsupervised for long periods only opens the door to systemic rot,” Ogunmoyela added.

Public Analysts and Climate Action

This year’s conference, themed “The Role of Public Analysts in Tackling the Challenge of Climate Change for Food Security,” seeks to highlight how environmental degradation is worsening Nigeria’s food security crisis.

Ogunmoyela noted that harmful practices such as flooding, deforestation, and biodiversity loss continue to undermine the country’s natural resources and ecological balance.

He urged public and private stakeholders to:

  • Intensify public awareness campaigns on environmental protection
  • Address policy gaps in climate action
  • Recognize the crucial role of public analysts in sustainable development

COPA OLUMO 2025: Key Event Details

The 3-day COPA OLUMO 2025 conference will be hosted in Ogun State, with Governor Dapo Abiodun serving as the Chief Host. The state’s Commissioner for Environment, Mr. Ola Oresanya, will support the event, which is expected to draw professionals and policymakers from across the country.

SoTLAN believes the conference will serve as a rallying point for renewed dialogue on environmental sustainability, regulatory reforms, and capacity building within Nigeria’s laboratory analysis sector.
